In trauma cases, timely blood transfusions can mean the difference between life and death. Research shows that every minute of delay in accessing blood increases mortality odds by 5%. Despite this, most patients don't receive their first transfusion until they reach the hospital.
The root cause? Outdated reimbursement policies. Currently, Medicare, TRICARE, Medicaid, and most private insurance plans have bundled payment rates insufficient to cover the cost of necessary infrastructure and blood components for prehospital transfusions.

Today we're addressing a critical issue: outdated regulations that impede innovation, delay the opening of new donation sites, and ultimately impact patient care.
Key Issues and Proposed Solutions:
Streamline Licensure: Update FDA processes to allow quick, safe expansion of donation sites.
Modernize Testing: Eliminate unnecessary and outdated tests while maintaining safety standards.
Rationalize LDT Regulation: Ensure blood center tests aren't subject to duplicative oversight that will decrease availability of essential tests.
Expand the Platelet Supply: Lower content requirements to expand platelet availability.
Flexible Plasma Regulation: Allow plasma not needed for transfusions to be made into for life saving medications that are often in shortage.
Extend Processing Time: Allow blood centers to increase efficiency and rationalized staffing by allowing more time for processing.
Align Deferral Periods: Reduce the deferral period for incarcerated individuals to three months, in line with similarly risky activities.
These changes can significantly enhance the efficiency and effectiveness of our nation's blood supply system. By implementing these reforms, we can: • Increase the efficiency of blood collection and distribution • Enhance blood product availability for patients in need • Reduce unnecessary costs and resource allocation • Support innovation in blood banking and transfusion medicine
